In January 2025, more than 16,000 structures burned in the Palisades and Eaton fires. Many of them were built to code. That fact — that code-compliant homes burned — is the most important thing a builder working in California's wildland-urban interface needs to understand about Chapter 7A.

Chapter 7A is not a guarantee. It is a floor. And in a fire environment that has grown more severe every decade, the floor is not high enough.

This guide explains what Chapter 7A requires, why those requirements exist, where the standard leaves homes exposed, and what builders are doing to close the gap.

What Is Chapter 7A?

Chapter 7A of the California Building Code (CBC) establishes minimum construction standards for buildings located in State Responsibility Areas (SRAs) and Very High Fire Hazard Severity Zones (VHFHSZs). It was adopted in 2008 following the catastrophic 2003 and 2007 fire seasons and has been updated several times since.

The chapter applies to new construction and substantial remodels in designated WUI zones. It does not apply retroactively to existing structures, which is why so many older homes in fire-prone communities remain unprotected.

The core premise of Chapter 7A is ignition resistance. The standard does not attempt to make homes fireproof — it attempts to make them harder to ignite from the three primary wildfire threats: ember attack, radiant heat, and direct flame contact.

The Six Primary Requirements

1. Roofing

Chapter 7A requires Class A roofing assemblies — the highest fire-resistance rating available. Class A materials include concrete tile, clay tile, metal, and certain composition shingles. Wood shake and untreated wood shingles are prohibited.

Class A roofing resists flame spread and limits the rate at which a roof assembly ignites. It does not prevent ignition from sustained ember accumulation in valleys, gutters, or at the eave line.

2. Eave and Soffit Protection

This is the most consequential requirement in Chapter 7A — and the one most frequently misunderstood.

The standard requires that eaves and soffits be constructed of noncombustible materials or ignition-resistant materials. Specifically, it prohibits open eave construction that allows embers to enter the attic space directly.

What Chapter 7A does not require is any active or passive barrier that prevents embers from accumulating at the eave-soffit junction, heating the assembly, and eventually igniting it from below. The requirement is material-based, not performance-based. A soffit can be constructed of fiber cement — technically compliant — and still fail under sustained ember attack because the assembly behind it is combustible.

3. Exterior Walls

Exterior wall assemblies must meet ignition-resistant construction standards. This typically means fiber cement siding, stucco, or other noncombustible cladding. Wood siding is permitted only when it meets specific ignition-resistance testing requirements.

The wall requirement addresses direct flame and radiant heat exposure. It does not address the junction between the wall and the eave — a gap that is frequently the first point of structural failure in wildfire events.

4. Decks and Attached Structures

Decks, porches, and attached structures must be constructed of noncombustible or ignition-resistant materials. This requirement was added after post-fire investigations consistently found that attached wood decks acted as fuel bridges, carrying fire from the landscape to the structure.

5. Windows and Glazing

Chapter 7A requires multi-pane glazing with at least one tempered pane. Single-pane windows fail rapidly under radiant heat, allowing fire to enter the structure directly. Multi-pane assemblies provide additional thermal resistance and delay failure.

6. Vents

All attic, foundation, and crawl space vents must be ember-resistant. The standard requires vents that prevent the passage of embers — typically achieved through fine mesh screens or intumescent vent covers that close automatically when exposed to heat.

Vent protection is one of the most effective single interventions available. Research from the Insurance Institute for Business and Home Safety (IBHS) consistently shows that ember intrusion through vents is a primary ignition pathway. Closing this pathway meaningfully reduces ignition risk.

Where Chapter 7A Falls Short

Chapter 7A is a significant improvement over pre-2008 construction standards. It has demonstrably reduced ignition rates in compliant structures. But it has three structural limitations that builders working in high-risk zones need to understand.

The Eave Gap

The most significant gap in Chapter 7A is the eave itself. The standard requires noncombustible materials at the soffit and eave, but it does not require any mechanism that prevents embers from accumulating at the eave-wall junction, heating the assembly from below, and eventually igniting the roof structure from the inside.

Post-fire investigations of the 2018 Camp Fire, the 2019 Kincade Fire, and the 2025 Palisades Fire consistently identified the eave as the primary ignition point in structures that met Chapter 7A requirements. The material was compliant. The assembly failed anyway because no barrier prevented sustained thermal loading at the most vulnerable point in the roofline.

The Minimum Standard Problem

Chapter 7A establishes a minimum. Builders who meet the minimum are compliant. But compliance and resilience are not the same thing. A home built to the exact Chapter 7A minimum will perform better than a pre-2008 structure — and worse than a home built to exceed the standard.

The builders who are winning in WUI markets — who are differentiating their product, attracting insurer interest, and commanding premium pricing — are not building to the minimum. They are treating Chapter 7A as a baseline and asking what else can be done.

The Retrofit Problem

Chapter 7A applies to new construction and substantial remodels. The existing housing stock in California's WUI zones — millions of homes built before 2008 — is not covered. These homes represent the majority of the wildfire risk in the state and are largely unaddressable through the building code alone.

What Builders Are Doing to Exceed the Standard

The builders who are leading in WUI markets are taking three approaches beyond Chapter 7A compliance.

Integrated eave protection. Rather than relying solely on noncombustible materials at the soffit, forward-thinking builders are integrating passive protection systems at the eave that create a physical barrier between the exterior fire environment and the roof structure. This addresses the gap that Chapter 7A's material requirements leave open.

Documentation packages for insurers. Insurers are increasingly differentiating between Chapter 7A-compliant homes and homes that exceed the standard. Builders who can provide third-party test data, compliance documentation, and performance specifications are finding that their buyers have access to insurance products that are unavailable to buyers of standard WUI construction.

Whole-envelope thinking. The most resilient WUI homes treat the entire exterior envelope — roof, eave, wall, vent, window, deck — as a system. Each component is selected not just for individual compliance but for how it performs in combination with the others. A Class A roof over an unprotected eave is less resilient than a Class A roof over a protected eave, even if both are technically compliant.

The Practical Implication for Builders

If you are building in a California WUI zone, Chapter 7A compliance is the starting point, not the destination. The homes that will hold value, attract buyers, and qualify for insurance in the next decade are the ones that exceed the standard — not the ones that meet it.

The specific gap to close is the eave. It is the most consistently identified failure point in post-fire investigations, it is the least addressed by current code requirements, and it is the point where passive structural protection systems can make the most meaningful difference.

Chapter 7A will continue to evolve. The 2025 fires will drive another round of code updates, as every major California fire season has. Builders who are already exceeding the current standard will be ahead of the next revision — not scrambling to catch up to it.
